How charges accumulate

  1. Compute — VMs are billed per-hour while in Active or Stopped states
  2. Block storage — Volumes are billed per-GB per-hour
  3. Snapshots — Billed per-GB per-hour of snapshot storage
  4. Object storage — Billed per-GB based on stored data
  5. Licenses — Windows Server and other licensed software, billed per-hour
info

Stopped VMs continue to incur charges because CPU and memory resources remain reserved. To stop billing, destroy the VM.
